Frank is originally from West Virginia. He received bachelor's and master's degrees from West Virginia University. While working as writer in Arlington, Virginia, Frank met his wife Karen. The two moved to Washington in 1989.

Later, Frank attended Gonzaga Law School. After passing the bar, Frank worked for several years as a deputy prosecuting attorney for Spokane County. He has also worked at the Spokane County Public Defender's Office and the Grant County Office of Public Defense.

Frank is very proud of the rights we have in America, and he believes everybody should be able to enjoy those rights. As a prosecutor and as a defense attorney, Frank has always maintained he never dealt with criminals. Instead he dealt with people who happened to be accused of crimes.
